First you have to set jave_home and jre_home

run-sysdm.cpl-advanced-environment variable-system variables-new

JAVA_HOME=C:\Program files\java\jdk1.6.0

JRE_Home=c:\program files\java\jre1.6.0

ok

CATALINA_HOME=c:\apache-tomcat-6.0.45

then edit your path and add JAVA_HOME & CATALINA_HOME

now go and execute your tomcat - C:-Apache-tomcat-6.0.45-bin-double click - startup

and you can see http://localhost:8080

that's all.
